House Leans toward Use of Minibuses to Wrap up FY17 Appropriations

first_img Dan Cohen AUTHOR The Senate may attempt to pass a short-term continuing resolution (CR) by the weekend and start its recess three weeks early to allow Republicans running for re-election more time to campaign. The early recess would require Majority Leader Mitch McConnell (R-Ky.) and Minority Leader Harry Reid (D-Nev.) to reach a quick agreement on several issues, including a dispute over funding for Planned Parenthood that has stopped legislation to combat Zika and the fiscal 2017 military construction-veterans affairs spending bill from advancing. Earlier last week McConnell said he was aiming to pass a stopgap that runs through Dec. 9. Senate procedure, though, could make it difficult for the chamber to finish work on a CR by the end of the week, reported CQ Roll Call. If the Senate succeeds in clearing a stopgap and leaves town, the House would be pressured to pass the measure to avoid a government shutdown. Congress needs to pass a CR to keep the government running when the new fiscal year begins Oct. 1.Meanwhile, House Republicans are considering advancing one or more “minibuses,” packages that would include two or three spending bills rather than an omnibus incorporating all 12 titles. At a Friday meeting of the Republican Conference, House Speaker Paul Ryan (R-Wis.) described a strategy of passing national security-related measures by the end of December, while relying on a full-year CR for the remaining appropriations bills.Multiple GOP appropriators disagreed with the idea, however, reported CQ.No decisions were made by the conference as to how to proceed. There appeared to be support, however, to fund the government at the start of FY 2017 through a short-term CR.“The bottom line is to pass a CR into December to give us a chance to pass minibuses,” said House Appropriations Chairman Harold Rogers (R-Ky.). The option of using minibuses to wrap up FY 2017 appropriations is designed to offer lawmakers an alternative to relying on an omnibus, which many rank-and-file lawmakers oppose, Rogers said.“There’s a realization within the conference that an omnibus is likely out of the question,” he said, adding minibuses offer “bite-sized appropriations that we can digest.”last_img read more
